The responsibilities of the First Responding Officers on arriving at the scene of the explosion are first , attending to injured persons by shifting the victims to a place at least a thousand feet from the explosion area . Injured persons , capable of walking are to be shifted to the triage area . Those who are unable to walk are to be taken to the triage area by any means available . The priority is to get the injured to a danger free zone as quickly as possible . In fact even the provision of first aid has to be deferred till this process is completed , because the danger of a secondary device going off is very great . Police officers have to hand over the treatment of the injured to qualified medical personnel as soon as they arrive at the scene

The bodies of dead bomb blast victims are to be left undisturbed as is the practice with any other crime scene . This permits the collection of materials having forensic value . After administering first aid to the injured persons , the police officers have to secure the blast area and await the arrival of a police supervisor . In the event of delay in the arrival of the police supervisor the first arriving police officer has to carry out these duties as per a previously agreed upon plan

Further , the first responders have to ensure that there is control and restriction of scene access only to essential personnel . This ensures unhampered rescue efforts and scene preservation . They have to create documentation that would include such particulars like witness identification , taking photographs and videotapes of bystanders and the noting of other relevant particulars
