PUBLIC POLICY ANALYSIS

Public Policy refers to all of the laws , regulations , and other program developed by governments to solve problems . It is a course of action or inaction chosen by public authorities to address a problem

According to William Jerkins

Public Policy is a set of interrelated decisions taken by a political actor or group of actors concerning the selection of goals and the means of achieving them within a specified situation where those decisions should be within the power of those actors to achieve

p The policy is made in the name of the public . It is generally made or initiated by the government , and it is interpreted and implemented by the public and private sectors . Policy is what the govern ment intends to do and what the government chooses not to do

The Analysis Process Follows the Six Steps \ Stages . The Problem Analysis includes verifying , defining , and detailing the problem . This analysis often the most difficult steps , because information about the problem is often vague and conflicting . It is possible to misspecify the problem , which may lead to problems later in the process . The problem maybe marked ‘ by misunderstanding due to differences in terminology or due to a deliberate effort to obfuscate or confuse the issue

The role of the analyst in problem analysis is to determine what the problem is , to determine the extent of the problem and to gather evidence to assure that the problem has been accurately defined . It is important that the problem should be delineated in detail so as to make it clear exactly what issues the policy will address

2 . Established Evaluation Criteria the commonly used criteria that include cost , net benefit , effectiveness , efficiency , equity administrative ease , legality , and political acceptability . The evaluation criteria will be use to weigh the merits of each alternative These criteria are chosen based upon the goals and objectives of the policy under analysis , or based upon an assessment of the analyst that certain factors should be given priority

The role of the analyst of this evaluation criteria policy is to assets analyze , to evaluate , and to weigh the merits of each alternative in to cope up which is which should be given the first priority

3 .Identify alternative policies is the process of identifying alternatives offers the analyst to consider different aspects of the problem that might be addressed . Often at this stage , the analyst may want to go back and redefine the problem because she\he has gained an insight on the problem . It is the role of the analyst to identify the right alternatives to arrived at the correct solution of the problem

4 . Critical to the outcome of the policy analysis process .
